Ability to add comments when signing off a checkform

When signing off a check form it would be nice to be able to add a comment when signing off a check for similar to how it works in Audits

When signing off audits, sign-off personnel are unable to 'reject' (or prevent?) closure of the audit as is possible with the safety report sign-off function.
Would it be possible to add this function to the audit module, allowing sign-off personnel to reject closure of an audit (for whatever reason)?
