The Safety Reports module is used for purposes other than safety reporting (e.g. minutes of meetings). In such cases a risk assessment is not required and Admin users should be able to disable Initial Risk for individual Report Types (i.e. via Safety Options >> Report Type tab >> Report Type Options).
