The colour scheme of different blocks and lack of strong separation (or distance) between each personnel creates a confusion where each personnel member starts and finishes. In addition, minimal contrast between role and name makes it look like it's the same person, while in reality role is the last piece of information for the person described above.
My suggestion is to separate each personnel through introducing more background to space everyone out, implement grid view or change the colour scheme of blocks.
