The checkbox needs be selected in order for it to validate the check has been done. This doesn't impact if a user fails but if they forget to check the box the form doesn't register as complete. Please refer to attachment
Cannot be mandatory in the event that someone fails, but we could certainly make it more prominent. In the upcoming changes to our mobile app we are including checkform functionality and the recency achievement area will be placed at the end of the checkform.
