The report change history button is displayed at present when reports are in 'Champion Investigation', 'Investigation', 'Review', 'Pending Closure' and 'Closed'.
The Change History button is not displayed for deleted reports or for reports in the assessment phase. It would be especially useful for it to be displayed for deleted reports to see who has deleted them.
